Restarting it would not let me turn on Windows Defender. There was no 'Reset' option, but just stopping the service, it restarted on its own and turned Defender on immediately. About having to uninstall and reinstall Avast, it is not a standard operation, but when very strange problems arises, then it is usually a good idea in computer matters to start anew.
